The reasoning behind it is that, statistically, women are more likely to respond and be invested in the outcome - and are less likely to be offenders themselves.
I really don't believe it has to do with gender bias or gender equality. It has everything to do with the statistics and facts.
My husband is one of those fantastic, hands-on dads. He was a SAHD for quite a while and, quite frankly, often a better parent than I am. However, he is not the norm - and he knows it.
