I'll try to answer a few of your questions but you'll have to remember that it varies depending on whether you're with an agency/DCS and also just on how they are !LOL!
1. I've been told that pack & plays are not allowed for long term use. However you can use it for short term- like if you get a 2nd placement, you could use it for a week or so til you get a 2nd crib.
2. Ahh the great babysitter debate.. I've heard varying opinions on this one but my licensing agency states that IN policy is that you may leave your foster child w/ anyone you would trust with your own kid for up to 8hrs. Anything over 8hrs (including overnite) must be a licensed foster parent.
3.I dont think you'd have any problems leaving the kids in the church nursery- especially since they are all background checked!
