What is the actual thing on his record? If it involved children then that may be the issue. I know here if the charge involved children then they won't allow you to foster..but if it's so many years back also they will let you foster. You may need to find out (if you don't know) the actual charge on his record and then go from there. Some they can allow you to foster and some they won't.
