I am so sorry to hear. I understand.

This was important to me too and not cutting the hair was one of three things I asked of the foster families.

It did help me when some one pointed out that your baby will have all those first still when they are home with you. First haircut when home. First birthday when home, etc.

Most likely the foster family cut her hair because she will be going home soon. Yeahhh!!!!

In the adoption of our micronesian DD her bio family shaved her hair minutes before I got to meet her. She was suffering with head lice and they did not want to give her to me like that. Her bio mom and I still chuckle about that now.

I agree your baby's hair cut is very cute.
