Well, the law is, rear facing until 20lbs and one year. In practice though, it's much safer to keep them rear facing as long as possible. If you do a google search, there is a video that shows why. It's scary. So, I'll definitely keep mine rear facing until 30-35lb.

I'm no help for your other question, none of our cars have LATCH.
