Who said anything about two weeks? The OP mentioned mom having nearly two MONTHS left to work on her plan though. The children have already been in care for *four* months already and Mom has been in treatment the entire time and has been clean. So in total 6 months time will have lapsed before a judge evaluates her progress. For most judges 6 months time is plenty to decide one way or another if mom has done enough to get her kids back.
Here in MN, there has to be a permenancy hearing at 6 months. It's the law. It's usually decided then whether the agency will go for TPR or not based on progress. Occasionally the parents will be able to get an extension for an additional 6 months but by a years time the kids are back with their parents or concurrent planning is well under way. Rarely do cases go longer than that.
Parenting classes here can be completed in a matter of weeks. There's not much too them really
