I would say that the teacher should have phoned you or sent a note the first time, especially when he had to be seen by a nurse.

Things happen at school and elsewhere... but as a parent you deserve and have the right to know about it.

It was great she called you the second time. I would have told her at that time that if an incident like that ever happens again, you'd like to be notified.

I don't think however this necessarily means that she can't handle the class or student. Give it time, everything is still so new. With that said, the offenders parents I hope were immediatly notified so swift action can be taken to correct his/her actions on throwing things.
