I would expect the offending student to be moved to a place in the classroom that there are no other students in the line of fire. I would be demanding that.
Two head injuries for flying objects is at least one too many.
I think teachers have it tough in some of these situations, which this sounds like a big issue to me and 1 issue is may be life happens, but that my kid is paying the price the second time - no way.
