With my first son we did not belong to a shul so we hired a mohel to come to our house and do the bris. (bio son) ...Now with our new son we have belonged to the local CHabad for a few years now, and our Chabad Rabbi told us we would have to go in front of the judicial council in Los Angeles and get a certificate to say our new son is Jewish and that is what the 3000 is for, and if we do it this way no one will ever be able to question our son being Jewish......
But this still seems like alot of money to me, I know its the orthodox most conservative way to do this so I just want to make sure this is "kosher" (no pun intended, lol!))
