when we had our son and his mom together, she had a plan to work to get out of foster care, but turned 18 and signed out and left (he had to stay). i thought if you were on probation a condition of it would be to be in foster care? two of our fs who are 18 are in foster care b/c they are on probation, they can't just leave.
when ds bio mom ran off then tried to get him back she got a plan to work like any other bio.
