I am a reunited birthmother who relinquished through LDSFS in GA and the laws there are different than in CA. But here is what I DO know.
First, you can get non-identifying information about your birthparents through LDSFS. You will need to contact the local agency that your parents went through for the adoption and have them send you a form. Unfortunately, the information is not free. Last time I checked they charge $50.00.
Also ask them for a consent-to-contact form. This will give your birthparents and you the right to each others' information, but only if you both fill out the forms. They must be notarized. Also call the the state of CA and get them to send you the same forms so you are registered with them also:

Don't let LDSFS tell you that you are not entitled to the non-identifying information That is not true. Give them time, but no more than a month before you call and check up on them.
If you either of your birthparents have registered with either LDSFS or the state, you should be able to make contact. If not, maybe you can get some clues for the search from the nonidentifying information. Also, if you can, ask your parents for any information they have about your adoption. Read all you can and get help from people on the forums and wherever you can. You never know when or where the breakthrough will come.
