First off, take a deep breath. I know that it feels as if your world has been literally rocked.
While I really believe that early intervention is REALLY important, I also believe that any evaluations done that would be impacted by behavior (that includes anything but medical type tests, like the one for fragile X) would not be a true evaluation of where he is at becuase of his recent transition.
If I was in your shoes, here would be my plan:
1. Any medical testing should be done, but prioritize it so you don't overwhelm the poor boy any more than necessary.
2. Make his day really rich with developmental activities. Think gross and fine motor activities, reading, "teaching" him how to play. Spending as much time as possible with him as he does these activities will have a double benefit for him by helping in his development and attachment/bonding. As much as humanly possible, immerse him in learning...including learning different ways of playing.
3. Wait a few months and then have him evaluated. If you are really working with him at home 3 months, or even 6 months, won't be a huge delay.
I would also look into an IAC. It might be worth a road trip to help get things figured out.
