Depends on where you live, but where I am at they have a unit that is part of DCF that does searches. It is a very in depth search of family, friends, public records, utilites ect... I have seen the results and it is very detailed. They send out certified letters to dozens of places make tons of phone calls. The last one I saw was about 15 pages of contacts. It can also be used to prove that they searched for the parent and could not find them when it comes time to TPR.
