You might also check to see if there is a way he can do 'homework' and return the papers. I know that where I am you can do this if you miss a class. Just an idea.
Caddo is right though about the reasons they want him to hurry and get it done.
Another reason is that if he is living in the home and is over the age of 16 he HAS to be checked out. This would also pertain to anyone else living in the home.
