Are you sure the light color isn't cradle cap or something similar? Our DS had flaking in his scalp when his hair was dry and when I washed it his scalp was white looking, similiar to your daughter's. It was like a white film on his scalp. He's 6 1/2 months now and the flaking is now gone and so is the white film. I don't believe it's standard in all AA babies but I think it occurs often. I don't know if it was cradle cap or not, but I'd put Jojoba oil on his scalp and that seemed to help.
