I'm not sure about halibut and salmon, but when I make fish (usually tilapia or mahi-mahi), I like to marinate it for at least 20 minutes in lemon juice or teriyaki sauce, then I just bake or grill it.
I love couscous as a side dish with fish. It is wonderfully mild and so it kind of takes on the taste of whatever you make with it.
