Different states have different laws, but if it is on a military base all children have to be vaccinated. My sisters husband is in the airforce and she wanted to hold off some vacinations and she was not able to. If she did they would no longer cover the child under the military insurance and she could not be involved in any programs. I know it is tough and you have to jump through a lot of hoops. I would look for a different program.
My DD's are only partially vaccinated as I am on an alternative schedule and am waiting for certian shots MMR untill she is 24 months. I think it is good that you are waiting for the MMR, since their are delays.
