In our case the adoption subsidy was related to the sending states subsidy and not OUR state. If we could have gone by our states subsidy then that would have been great because FLorida (our state) actually gives foster kids being adopted a 4 yr college scholarship! But, no Idaho (sending state) would not release the case to Florida so we could take advantage of the college scholarship. They get money for each adoption finalized and refused. So, we have our adoption subsidy thru Idaho and not Florida (where we live).
