I'm not sure if this would be too extreme but is there a chance he would meet with you? Like fly down there and set up a meeting with him yourself? That sounds a bit scary but if he is flat out refusing to issue the BC, I'm not sure what all options you have. Would your attorney have to file an amparo to get him to give it to you? I don't know how much longer that would take. I am sorry you have to deal with this, how frustrating!
