I've had this similar scenario happen so often (hours or a few days before RU it falls through) that I no longer start transitioning the kids belongings to their family home until the day they actually return.
If you had daycare hope they hadn't already filled the slot. I once had a daycare so happy my fs was leaving that when his RU fell through a week before the RU they stated they refused to keep him past the notice I had already given.
Isn't it amazing how chaos and uncertainty is the way of life of us foster parents! Punky is so blessed to have you as much as I'm sure she blesses your home.

 Former foster child (lives with me during the week) - M - 13yrs (foster child from age 6yrs to 11yrs)
Total of 104 foster children and 4 foreign exchange students at last count.
