licensing requirement
Where I am, fridges are checked to verify that they are working, and at least every 3 years are checked to see if the temperature is set low enough (everyone's always is). Here, it really isn't about what food you have or how clean it is, although I suppose if you had nothing in it or it smelled really bad I might ask a few questions....
If you are in the process of being licensed, that might be what she was doing. Regardless, I don't see any reason why you couldn't casually inquire about that... "Thanks for coming on your visit...you know, I was surprised when you looked in my fridge, no one has done that before, is that a new requirement?"
