I would imagine that you can not leave the state without TPR, and since it is as long as it is in PA, then you will be here for more than two weeks.

California is the same as Pennsylvania in that the birthparents also have 30 days after signing TPR that they can change their mind. However, once TPR's are signed and ICPC clearance goes through, you can leave the state. The birthparents just have 30 days after TPR that they can change their mind. Our agency has had placements from both states, and the adoptive parents were permitted to leave after ICPC, they just had 30 days until the birthparents could not change their mind and take the child back.
