Interstate Compact For the Placement of Children. Basically, when you adopt outside of the state that you live in, both the state where the baby was born and the state in which you live in have to make sure all the paperwork is in order for you to leave the birth state with the child and return to your home state. I can be a lengthy wait, but usually only 1 to 2 weeks at most.
