We've been waiting for ICPC to be complete on my foster son since December. He's still with us because it hasn't been completed and approved for him to go there.
At this point we're hoping he stays - he's been with us for over a year.
But yes - I have heard of cases where children stay in foster homes for up to 24 months before it's complete and the child to move to the adoptive home.
