Although our son was only 8 months when we brought him home, we had a seat for him so that he could be strapped in a car seat (it's safer and it also was more comfortable for all of us).
We bought his ticket at the same time as we bought ours. We made sure that the name on his ticket was the same as on his amended birth certificate (and, hence, it was the same as on his passport and visa). We verified the way his name appeared with our agency (we did not receive a copy of his amended birth certificate prior to traveling and because my husband and I have different last names we wanted to make sure which order they appeared).
You can buy a ticket there, but then you run the risk of having to change your tickets if there isn't a seat available. Our flight home was full.
