In lots of agencies, yes it does. Obviously it doesn't always mean the information is correct, but they are supposed to give you the information that they have.
i.mom, my guess is that they are very busy, and mostly that the birth being so far away, they probably don't consider it an emergency, considering that you're already matched anyway. I would keep calling and leaving messages though.
