I apologize for not being clear. We are foster parents with an agency based in Philadelphia. Because our son is three years old we would prefer to foster children 4 and under. Our agency has not have a placement from Philadelphia for a child under 5 since January. We were told that this was a result of recent changes by the Department of Human Services (DHS). I was told by my agency that DHS was not removing as many younger children from their birthparents as in the past. I wondered how other new foster parents in the Philly region were dealing with this situation. I guess I am alone here.
