I don't know any agencies in Oklahoma, but I can address your other two questions (only from what I've experienced/heard).

Yes, there are agencies that will let you specify the sex of the child you're looking for.

From what I understand, you never know what an expectant parent is looking for when making an adoption plan. They might want a child to be an only child to get more attention, or they might want the child to have an already built-in family with other siblings. It all depends on the EBP and what she/he is looking for.
