I (We) HAVE had very similar situations, and I know exactly how you feel sugarmuffin! It's irritating and frustrating to say the least.
I remember the first time was when we lived overseas and had to have a 'raised seal' birth certificate in order to expedite our new baby coming from Korea to Japan. I had one; but dh's was a basic seal (not raised) and definately the actual copy, but the Japanese consulate wouldn't accept his copy.
Soooo, our baby would have to wait until we could get a 'raised seal' copy from his parents in the states. (This was back in the early 80's.)
I remember it was SO bad for me, I literally started crying right there in front of the lady's desk.......and I just couldn't believe something so stupid could hold up our baby coming home! (Our homestudy was already done, approved and our baby----whom we'd already seen, was waiting in Korea in foster care!!!)

And, there have been other times too...but you'd think people working in these areas, would realize how important simple stuff like this IS to folks like us, KWIM? I know I'd feel that way!!!!!!

Best advice I know to tell you is to realize everything has it's RIGHT time and place (as the above poster said). Additionally, best to take a DEEP breath, say a prayer, give a nod and think, 'This too shall pass...and we'll STILL have our baby when its time!!!!"

Best of luck to you. It WILL work out in the end and our family stands in living proof of that!!!!!
