If the General Secretary is the title for Merida, the herad of the PGN, then I have been told that he must sign both previos and approvals. However, I don't see where any notary would come into play if it was kicked out. Your positive hint IMHO would be that they said it went to the notary since it is your notary lawyer who gets the birthmom's final signature and the adoption decree after your case is out of PGN... So I would guess that congrats are in order. Hopefully I am correct and I'll see ya at the emabssy - we just got the call today!
