Alex...I was born in Hudson, NY in 1970. I had a lot of complications during my pregnancy and my physicians tried to get my birth records unsealed. They were told that if I were laying on the table, getting ready to die of a complication, they would unseal them. In fact, I coded 3 times while giving birth and after the ordeal was over, during recovery, my physician asked me if I wanted to have them unsealed. I opted not to because I'm weird about things and didn't want to chance coding again....
When I later researched this, I found out that most of the records were saved on microfilm and archived. I was told that records were not kept up very well in the early '70's (at least in Hudson) and even if they were to find them, they may not even be any good. Unfortunately, when records were sealed back then, they meant it.
I don't know if things were different in Buffalo... Hudson was and still is a VERY poor city and that may have made the difference.
Wish I could help you more...............
