I wouldn't expect him to "catch up." Rather, I would just work with him to not fall further behind.

My oldest daughter was "failure to thrive" early in her life, and ended up repeating kindergarten. While she is a year behind her "age," she is perfectly fine and developing as any teenager will.

I would be cautious proceeding though if both you and your husband are not feeling right about it.
