I agree...the Oregon law for opening the records could be tied up indefinately...even after the voters approved it's passage. The American Adoption Congress has a person who is knowledgable about Oregon issues and I would suggest that you contact their representative, Delores Teller at
DTeller962@aol.com and see what recommendations she can make to you. Delores is a birthmother in reunion and I have attended several of her seminars through the American Adoption Congress. She should be able to get you on the right track for completing your search.
