Start now! It takes a LONG time to do this process. For me, it's been 1 year 3 weeks. There are a lot of things to do ... LONG before any child is placed with you... you have to take about 9 weeks worth of classes, read books, get finger printed, get home study done, and wait for the results to come back.
So what you are thinking about things, you could be working on these rather long and drawn out requirements in the meantime :-)
