I believe that if it does cost you more to support your foster child you can claim the amount over the stipend you receive from the state. I am sure you can do this on your federal return, not sure about state returns and I don't know about time limits the child has to be in your house. Read the rules when you get your 1040 instructions and if it is not clear to you call the IRS. I know I have done it in the past.
