Well..
Have you considered relocating off base?

In most area's BAQ will cover more than 100% of the rent/morgage. Also, with VA benefits, you can move into a home with little or no money down...plus your loan would be assumable if you were to be PCS'd

Just a few things to think about...dont know where your stationed or what rank you are...
