Sixteen can be a difficult time for many children for many reasons. It's the whole crossroads to independence, dependent while trying to be independent.
I don't know the laws in your state but in NH it is perfectly OK for her to stay with a friend as long as the parents approve. In NH, 14 years olds can have a say in where they go, but it's not their final decision.
Where ever she goes, she needs to comply with the rules of that home and to participate in the maintenance of it (do chores).
