I don't really know the answers to your questions, but I have a few ideas. Could she talk to a counselor at school? Maybe she could call a law office and see if there is a group that takes on cases for free or gives free advice. Maybe her mom or aunt would be willing to sign guardianship over to your friend's parents? Let us know what happens. I will be praying for her.
