I would just wait for the subject to come up. My whole family wanted to to adopt my cousins baby 3 years ago, but there was no way. She was doing heavy drugs and drinking everyday..But she ended up having a Abortion..It is her choice to decided what she wants to do, but she also needs to know that you are willing to adopt her child.
If you were to adopt her baby, I wouldn't buy anything until the baby is born and papers are signed. That way, you are not spending money on a new nursey if she decides to parent..
