I too, adopted my daughter from Guatemala. She came home at age 4 months and and the process took 10 months...3 of which was waiting on a toddler. I originally wanted a toddler, but the agency I used was not able to locate a little girl, so I got the angel I have now.
I will scan and email the paper work I got from Belize and the phone numbers to call there.
I was told by 2 different people the process could take 6 months, but on the paper work it says about a year.
They prefer to adopt to Belize nationals first, and they get first preference. I inquired about the kids, and told them about my daughter, but said the hispanic and fairer skinned children go first. The children for me would probably be creole, black, but that is ok with me. I want a child of similar culture and language as my child, so whether she would be a bit darker skinned is not an issue.
I am ready to send my paper work back to Belize so I'll keep you posted about the process.
