Well hopefully you will be able to convince him via snail mail to terminate his rights.
I believe you'll get some sound advice from legal counsel on those sites to steer you in the right direction.
BTW, I am also in Ga. Just moved here from NM. (small world)
I am not familiar with Ga law yet.
