We've adopted three almost four times now and have gone through a county Social Service office. Which you pay for the cost of your homestudy and that is reimbursed to you after your adoption is final. Ours was $300.00. (different state's have different method's)
You can be as picky as you want about the issues the child can have. But the less picky and the more open you are to any race of child the more quickly a child can be placed with you.
