Foster Care license
When I Adopted my 10 year old Daughter Internationally from India, in California I did not have to be Licensed for Foster Care.
The Family who introduced us lives in Illinois and she had to be Foster Care Licensed for both children. Our Daughters were Adopted from the same Orphanage.
It's Bananas that the states are not uniform, for what are totally very Identical Adoptions.
Someone posted this morning that they did not have to be fingerprinted for their Homestudy either!
