about the best interests of the child but what it boils down to is the agency's best interest. So what I'm wondering is how
does it best serve DSS to adopt black children with white
families instead of black families or to keep critically ill
children in substandard foster care instead adopting them to a critical care nurse? There's got to be a money trail leading
to Federal funds some kind of way. They just can't be that STUPID!
