Are Single Adoptive Parents still viewed as "second choice parents"

I have recently read a book that states that "Adoption agencies view single parents who seek to adopt as second-choice parents, to be considered only if two-parent homes are unavailable. They are probably not the last choice, but they are way down on the list." Is this true? The book advises that it is better for single parents to try private adoption, for this reason. It also says that I must be willing to accept only a special needs child, and that I will wait longer than most couples for an infant. I have seriously been considering using an agengy for an international adoption. Should I rethink this?
