What I said is an exact translation from the official Russian document! My point is that your agency in USA have to go "around" and use a Russian agency or facilitator to be able to complete an adoption process (started April 2002). Here are your costs! I am sure you agency think that you don't need to know about it. Pay your money and an adoption will be done for you.
