I just found out from my adoption agency that the above statement is FALSE.
You can still adopt through Russia using an agency. What the report is saying is that Russia is no longer accepting paperwork for ACCREDITATION until 2004...meaning no new agencies can be accredited until then.
Adoptions will still continue as normal...
