It is true that to complete the adoption of your child you need to go through the adoption proceedings, including a home study. In most states, when a child has been a court-dependent, the home study and legal expenses to place the child with an adoptive family are covered by the county or state. I suggest you contact your local department of health and social services and ask how they can help you with the adoption process. Please keep in mind that you are helping the county or state by providing a permanent home for Lily, and you deserve to be treated well.
The good news is, once Lily is adopted, that is the end of the legal activities and possible expenses. You will be her Mommy, both in practice and by law.
