Yes it is very possible-
We adopted our girls as a sibling group through our agency. Their fmom parented until A was 3 years and K was 17 months. There were a number of things that then lead her to our agency and us to her. I truly believe that our children find us when they are supposed to. 
BTW- prior to our girls we were presented with 2 different situations where the babies were around 6 months old.
