Well, since you won't be able to adopt abroad, it' likely going to be very hard for you to find an agency that will work with you (since they will be unable to complete the adoption as you will not legally be able to adopt).
If you're wanting to adopt, then it's possible that domestic adoption would be a good fit. US Citizenship is not required in order to adopt domestically.
